中華人民共和国中央人民政府與蘇維埃社會主義共和国聯盟最高蘇维埃主席團具有决心以加强中华人民共和國与蘇維埃社會主義共和国聯盟之間的友好與合作,共同防止日本帝國主義之再起及日本或其他用任何形式在侵略行为上与日本相勾結的国家之重新侵略,亟願依据聯合国組织的目標和原則,鞏固遠東和世界的持久和平與普遍安全;並深信中華人民共和国與蘇维埃社會主义共和国聯盟之间的亲善邦交與友誼的鞏固是與中蘇兩國人民的根本利益相符合的;為此目的,决定締結本條約,並各派全權代表如左:
