随着我国城市社区建设的开展,如何为社区建设找到明确目标和行动路径是当前政府关心的问题,也是学术界研究的热点问题。社区建设的首要目标是推进“社区福利”建设,发展社区福利是当前我国社会发展的历史选择与现实要求。然而由于我国社区发展的行政化倾向,社区福利建设过程中存在着供给与需求脱节、福利项目定位产生偏差、社区主体性较弱等问题。要解决上述问题,推进社区福利建设,可以采取以下三种有效路径:一是以政府为依托的对话型发展路径;二是以市场为依托的“效率-需求”式发展路径;三是以社会为依托的参与式发展路径。
With the development of urban community construction in our country, it is the current government concern that how to find a clear target and the path of action for the community construction. It is also a hot issue in academic research. The primary goal of community building is to promote the construction of “community welfare” and to develop community welfare, which is the historical choice and realistic requirement of our current social development. However, due to the administrative tendency of community development in our country, there are some problems in the process of community welfare construction, such as the disjunction between supply and demand, the deviation of welfare project orientation and the weak community subjectivity. To solve the above problems and promote the construction of community welfare, we can adopt the following three effective paths: one is a dialogue-based development path relying on the government; the other is a “efficiency-demand” -development path based on the market; The socially based, participatory approach to development.
