随着电力工业体制改革的深化,“公司化改组、商业化运行、法制化管理”的改革战略已经确立,电力企业将全面走向市场。虽然供电企业如何实施这一战略,至今尚无明确指导原则和措施,但是无论电力市场如何发展,供电企业都将成为电力市场的主体。重新定位,渐成市场主体电力市场是由电力生产者、电力经营者、电力用户三部分组成的,供电企业作为电力经营者,承担“运输”和“销售”二个环节,如今“厂网分开,竟价上网”的政策使发电厂要独立核算,自负盈亏,以经济实体进入电力市场,供电企业理所当然也会成为经济实体,以市场为导向,按市场需求组织生产。
