正定始建于北周,距今已有1600多年的历史。悠久的历史为正定留下了众多的名胜古迹,现有8个朝代的古建筑遗存,其中隆兴寺等国家级和省级重点文物保护单位12处,素有“九楼四塔八大寺,二十四座金牌坊”的美誉,其规模之大、数量之多、艺术价值之高、历史之久远,为我国县级城市所罕见。由于历史和自然原因,这些古建筑遗存,有的已成颓垣断壁,有的则荡然无存。最近,正定县宣布,将投巨资恢复古城风貌。无论从哪方面说,这都不啻是一则好消息。但人们更加关注的是,在新一轮的城市开发建设中,拥有这样丰厚历史文化资源的正定,该如何保护和传承珍贵的历史文化遗产,特别是该如何处理好保护与开发之间的关系呢?2010年9月,由石家庄市政府、河北省政协文史资料委员会、河北省文物局主办,石家庄市政协、正定县委、正定县政府、正定县政协承办,全国政协文史和学习委员会、河北省政协支持的“中国石家庄·正定古城文化保护高峰论坛”在石家庄召开,来自全国各地的有关领导、专家学者齐聚国家历史文化名城正定,为古城的保护与开发问诊把脉。
