西部大开发、大发展,必须先行加快交通基础设施建设,这已是共识。而其中的高速公路建设需要巨大投资,如何解决建设资金来源却面临严峻挑战。在当前情况下,能否再用计划经济传统方式解决如此大量的资金?能否单纯依靠政策性投资?答案均是否定的。因此,在政府扶持下,采用符合市场经济规律的方式,即推进高速公路产业化经营,实现多渠道筹集建设资金来发展高速公路,已势在必行。 实现西部高速公路产业化、经营管理企业化,就得努力提高其盈利水平,增强融资能力,让投资者有利可图,使资源优化配置,解决建设资金短缺困扰,进而增强其自我发展能力等,均是当前亟待研究解决的重要课题。
It is a consensus that the large-scale development and development of the western region must first accelerate the construction of transport infrastructure. Among them, highway construction needs huge investment and how to solve the construction financing source is facing severe challenges. To realize the industrialization of the western expressway and the management of its operation and management, efforts must be made to increase its profitability, enhance its financing capability, make it profitable for investors, optimize the allocation of resources, solve the problem of shortage of funds for construction and thus enhance its self-development capability. It is an important issue urgently needed to be studied and solved.
