实施西部大开发 ,是党中央在世纪之交作出的重大的战略决策 ,关系到西部地区经济发展、民族团结、社会稳定和最终实现东西部的共同富裕 ,是我国在下个世纪中叶实现第三步战略目标的重大举措。在充分认识西部开发重大意义的同时 ,必须高度重视西部开发中的生态环境问题 ;不能借西部开发 ,转移技术落后、污染严重的企业 ;必须树立新的发展观 ;做到教育、人才、管理三者并重 ;注意发展民族地区的经济 ;不能单纯追求线性的经济指标的增长。如果上述问题得不到解决或解决的不好 ,有可能影响西部开发的进程 ,甚至会对西部开发起到阻碍和破坏的作用。
