随着我国经济体制改革的深入,“三资”企业蓬勃兴起,对促进国民经济快速发展起到了积极作用。但是,也给劳动卫生工作带来了新课题,有毒有害作业种类不断扩大,接触有害作业人数日益增多,职业病防治任务非常繁重,已引起国家有关部门和各级领导的重视。根据1997年上半年对齐市地区正式投产的“三资”企业依据《黑龙江工业劳动卫生管理条例》进行的劳动卫生检查结果看,我国应加速对“三资”企业的劳动卫生立法工作,以确保工人身体健康。
With the deepening of China’s economic reform, the “three-capital” enterprises have been booming and have played a positive role in promoting the rapid development of the national economy. However, new tasks have also been brought to labor and health work. The ever-expanding types of toxic and hazardous operations, the increasing number of harmful contact operations and the heavy workload of occupational disease prevention and control have drawn the attention of relevant state departments and leaders at all levels. According to the results of the labor hygiene inspection carried out by the “three-capital” enterprises in alignment with the municipal districts in the first half of 1997 according to the “Regulations on the Administration of Industrial Labor Hygiene in Heilongjiang Province”, we should speed up the legislative work on labor hygiene of “three-capital” enterprises to ensure Workers are in good health.
