八届人大常委会第二十八次会议审议通过了《中华人民共和国节约能源法》,这是我国推进全社会节能降耗,实施国民经济可持续发展战略的一项重大措施.能源是人类赖以生存和推动社会进步的重要物质基础.当今人类利用的能源90%是煤炭、石油和天然气等化石矿物资源,它们在地球上储量有限,是经过亿万年才生成的、消耗后不可复得的能源资源.因此,节能是人类的大事,必须采取切实措施做好这一工作.
