各级各类学校的教学工作,包括教学内容、教学方法、教学手段,以及以质量管理为核心的教学管理制度和措施等,都是为培养目标服务的,而培养目标必须根据社会主义建设和时代发展的要求提出,并随时代的发展而不断提高对培养目标的要求.所以,教学也是一个开放的系统,一个运动着的系统.教学改革的任务,是要不断调整教学工作同外部的关系和教学工作内部的关系,使这个系统按照自身的规律运动起来.改革的方向是破除由陈腐的传统教育思想和固定、陈旧的教育内容,死板的教学方法,以及由为这一套东西服务的计划、制度等构成的封闭型教学体系,逐步建立起为培养新时代所需要的人才服务的开放型教学体系.
