1 前言 铁路是最安全的交通工具。除了有部分例外,其安全状态是完全肯定的,出现异常时只要使列车紧急停车即可。但是,既然带有巨大动能在轨道上高速运行,制动距离又长,即使能检测障碍物,也不能象汽车那样靠操作方向盘躲开障碍物。这种有别于其它运输部门的特点,伤亡事故每年发生。另外,事故发生后列车防护等的迅速处理,可否开通的准确判断等恢复时有关问题的处理均成为问题。
