1920年7月16日,协约国同德国开会讨论解除德国武装和战争赔款问题。此次会议在前德军大本营所在地斯巴举行,双方就《凡尔赛和约》中关于解除德国武装和战争赔款的分配比例问题达成协议。1927年7月7日,日本内阁结束了讨论对华政策的“东方会议”。此次会议制定了《对华政策纲领》,进一步明确了以武力侵占中国,进而征服世界的侵略扩军总方针。
On July 16, 1920, the Allies agreed to hold a meeting with Germany to discuss the lifting of the German Armed Forces and War Claims. The meeting was held in the former German army base Camp, where the two sides reached an agreement on the proportion of the distribution of the German armed and war reparations in the Treaty of Versailles. On July 7, 1927, the Japanese cabinet concluded the “Oriental Conference” on discussing China policy. The meeting formulated the “China Policy Framework”, which further clarified the general principle of aggression and arms expansion that used force to encroach on China and then conquered the world.
