冷战结束后,各国综合国力的竞争愈演愈烈。各国不仅重视经济、军事等传统权力资源的“硬权力”的发展,且更关注以文化、价值为核心的“软权力”的栽培。特别是经济全球化态势的形成,促使国家之间的文化交流更加频繁,在交流之中文化冲突也不断涌现,一场没有硝烟的战争——文化战争正悄然拉开帷幕。文化安全问题成为当前各国聚焦的热点,传统的国家安全观渐次被综合安全观所取代,文化安全成为国家安全体系中重要的组成部分。
After the Cold War is over, the competition for the overall national strength of all countries intensified. Each country not only pays attention to the development of “hard power” of traditional power resources such as economy and military, but also pays more attention to cultivation of “soft power” centered on culture and value. In particular, the formation of economic globalization has prompted more frequent cultural exchanges among countries. Cultural conflicts have also emerged continuously during the exchange. A war of no smoke - a cultural war is quietly opening. The issue of cultural security has become the focus of all countries. The traditional concept of state security is gradually replaced by the concept of comprehensive security, and cultural security has become an important part of the national security system.
