人力资源管理是以“人”为中心,因此,企业应尽可能地培育并保持最佳员工队伍,最大限度地实现个人目标和组织目标的有机统一,使组织成长与个人能力发展相适应。人事档案是国家机构、社会组织在人事管理活动中形成的,记录和反映个人经历、德能勤绩、工作表现,以个人为单位集中保存起来以备查考的文字、表格及其他各种形式的历史记录。人事档案是历史地、全面地考察了解和正确选拔使用员工的重要依据,是国家档案的重要组成部分。
