基层民主是最大的民主.基层民主可以分为村民自治和城市居民自治,这两种自治制度都是村民、居民自主管理本村或本社区的事务的基本形式.在我国,基层民主随着时代不断发展,在党的大政方针领导下自治程度越来越高,民主权利得到了一定的体现,但是,与此同时,问题也越来越突出,例如:滥用私权、侵吞社区公共财物等.这些问题的出现,对于我国基层民主制度的发展是相当不利的,如何完善和创新基层民主和社会管理,是促进我国法制和社会健全发展的必要条件.
