现代技术特别是高技术条件下局部战争,对后勤的依赖性越来越强,对保障的时效性要求越来越高,80年代以来,世界近80场局部战争的后勤经验教训表明,仅靠常备的军队后勤已远远不能胜任,必须依赖于快速动员国防后备力量,即国家这个“大后勤”的保障。面对社会主义市场经济体制的新形势,我军要在未来高技术条件下局部战争中迅速进行后勤动员,快速实现社会经济力向后勤保障力的转化,保障战争的胜利,就必须研究新情况,解决新问题,提出新对策。
