一、走集团公司之路 随着公路运输市场的全面放开,多 元资本的运力结构、多种车型的运输方式和全社会办运输的 产业格局已经形成。个体、社会运输的资本、运力,已大大超过 了国家、集体运输企业的整体力量。可以说,原来“单兵作战” 的中小型运输公司已失去了运输市场的主导地位。加之运力、 运量相对失衡失控,成本核算形式和负担反差很大,经营方式 和手段的正轨与非正轨性,迫使企业竞争能力大大削弱。所 以,如何保持国有运输企业的主导地位,保持国有资本和运力 在运输市场中的保有量,提高企业在市场经济中的竞争能力, 已成为各运输单位务必解决的一大课题。以我省为例:可在现
