解放前我国的建筑结构设计技术是十分落后的,既无统一的本国设计规范和设计方法,更没有切合我国国情的结构体系。对一些大型工程都委托洋人设计,只有个别的由国外学习归来的技术人员承担,他们不考虑国情的不同及地域的差异,把从国外学到的死搬硬套在工程设计中,不敢越雷池一步。关于所依据的结构设计理论基本上是弹性理论,设计方法则是采用远低于材料试验所得的弹性屈服点的允许应力法,以保证结构设计所必要的安全度,这就给设计中带来了建筑材料的浪费。解放后随着社会主义建设事业的蓬勃发
