At the invitation of the State Planning Commission of the Soviet Union, the inspection team of the Chinese economic reform headed by Comrade An Zhiwen inspected the Soviet Union in October 1988. The inspection gave us the general impression that the Soviet economic restructuring and political reform have started and are moving toward a new and relatively clear goal. Objectives of the Soviet Union’s Development and Reform The Central Committee of the CPSU made a critical analysis of the situation that had taken shape up to the mid-1980s and formulated guidelines based on the idea of reforming and accelerating the country’s social and economic development and reforming all areas of social life.
