1989年11月4日 (89)财法字第051号各省、自治区、直辖市和计划单列市财政厅(局),税务局,国有资产管理局,建设银行分行: 按照国务院关于清理法规工作的要求,我部曾于1986年7月和1988年2月两次发出通知,对建国以来至1986年12月发布的2455个财政规章宣布废止、失效,停止执行。为了保证现行财政规章的顺利执行,最近我部又对1986年底以前有效的财政规章和1987、1988两年新发布的财政规章共计1500件进行了全面清理,并逐一作出了鉴定。其中,已被有关法规、规章代替,应予废止的有70件;因规章的调整对象已消失或者规章本身的适用期已过,自行失效的有93件。现将这两部分163件财政规章的目录予以公布,停止执行。请转知所属各单位及各有关部门。

In order to ensure the smooth implementation of the current fiscal rules, the Ministry of Finance recently conducted a comprehensive clean-up of a total of 1,500 fiscal rules valid before 1986 and newly issued financial regulations in 1987 and 1988, and made an appraisal one by one. Among them, it has been replaced by the relevant laws and regulations and regulations, and 70 of them should be annulled. There are 93 pieces that have failed due to the disappearance of the regulatory objects or the expiration of the applicable period of the regulations themselves. The list of the 163 financial regulations in these two sections is now to be announced and ceased to be implemented. Please refer to the respective units and relevant departments.
