最近20年来,我国各地开发区开发建设迅速推进,成效愈益显现,大都已成为最具活力的创业“热土”以及区域经济发展的“亮点”。同时,也应清醒地看到,对于以通过规划建设适宜的发展空间来招商引资、吸纳新产业,从而更快更好地实现经济发展为基本功能的开发区来讲,土地是其最主要的资源,也是生存发展的根本。而且,受发展阶段性的制约,目前及将来一个时期的发展,仍将以土地占用量较大的生产加工型产业为主导。另一个方面,土地已成为我国一种日见稀缺的宝贵资源,国家正严格保护。特别是自去年以来,我国各级政府加强了对开发区土地使用的管理,对违法违规用地、浪费资源的行为进行了严格清理和整顿。由此,被赋予实现率先发展并以此带动区域全面提升重任的开发区,走进一个两难的境地在我们进入“后调控时代”之际,如何走出这种两难境地?开发区必须向内涵要空间,进一步提高土地资源的利用率,用较少的土地承载更多的发展需求。这既是关系开发区积极适应宏观形势变化、全面提升开发建设水平的必由之路,也是落实科学发展观,实现全面、协调、可持续发展的重大战略。
In the recent 20 years, the development and construction of the development zones in various parts of our country have been rapidly promoted and the achievements have become increasingly apparent. Most have become the most dynamic entrepreneurs and hot spots in regional economic development. At the same time, we should clearly see that land is the most important development zone that takes economic development as the basic function through attracting investment and attracting new industries through planning and construction of suitable development space. Moreover, subject to the constraints of the development stage, the current and future development of the period will continue to be dominated by production-processing industries with a large land occupation. On the other hand, land has become a rare and precious resource in our country and the country is strictly protecting it. In particular, since last year, all levels of government in our country have stepped up the management of land use in the development zones and strictly scrupulously rectified the illegal and land use violations and the waste of resources. As a result, the zone that has been given the lead in developing and thus driving the overall promotion of its responsibility in the region has entered a dilemma. How do we get out of this dilemma as we enter the era of post-regulation? Connotation of space, to further improve the utilization of land resources, with less land to carry more development needs. This is the only way for the development zone to adapt itself to changes in the macroeconomic situation and to comprehensively enhance its development and construction level. It is also a major strategy for implementing the scientific concept of development and achieving a comprehensive, coordinated and sustainable development.
