刚刚闭幕的党的十六届五中全会是在我国即将完成“十五”计划,改革发展进入关键时期召开的一次重要会议。全会审议通过的《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》描绘了我国“十一五”发展的宏伟蓝图,是推进经济社会发展里程碑式的纲领性文件。省委书记汪啸风指出,《建议》以及胡锦涛同志受中央政治局委托作的工作报告和在全会上的重要讲话,以邓小平理论和“三个代表”重要思想为指导,始终贯彻了用科学发展观统领经济社会发展全局这条主线,是我们当前和今后工作的重要指导原则。特此,本刊组织了本期的学习贯彻十六届五中全会精神专题,以推动我省的学习贯彻活动。
The just concluded Fifth Plenary Session of the 16th CPC Central Committee is an important meeting held in the crucial period when our country is about to complete the “10th Five-Year Plan” and the reform and development has entered a critical period. The “Proposal of the Central Committee of the Communist Party of China on Formulating the 11th Five-Year Plan for National Economic and Social Development” reviewed and approved by the plenary session depicts the grand blueprint for the development of China’s “Eleventh Five-Year Plan” and is a milestone programmatic document for promoting economic and social development . Wang Xiaofeng, secretary of the provincial party committee, pointed out: The “Proposal” and the work report commissioned by President Hu Jintao on behalf of the Political Bureau and the important speech made at the plenary meeting are guided by Deng Xiaoping Theory and the important thinking of the ’Three Represents.’ They have always implemented the principle of using science The main line of development concept that leads the overall economic and social development is an important guiding principle for our current and future work. Hereby, this magazine has organized this issue of studying and implementing the spirit of the Fifth Plenary Session of the 16th CPC Central Committee to promote the study and implementation of our province.
