In order to ensure the safe and steady operation of the oilfield production and the personal and property safety of employees, the recently promulgated “Measures for Accountability of HSE Accidents in Ban on Safety Production in Henan Oilfield” investigated and dealt with the responsibility for post-accident handling and turned it into a penalty for violating regulations in advance
