合理分摊和回收输电成本对激励电网、电源和负荷的合理规划/选址,以及整个电力系统的安全与经济运行具有重要意义。输电成本分摊的核心问题是源流关系分析,或使用程度分析、潮流跟踪、功率分解、电气剖分等。目前并没有统一的、被广泛认可的方法来评价现有的多种源流分析方法的优劣。在此背景下,首先对源流分析方法的评价问题进行了讨论,并通过算例说明了影响源流分析方法适应性的因素,包括应用领域、不同节点的发电及负荷效益等。然后发展了一种用于输电固定成本分摊的基于社会综合效益/社会剩余最大的源流分析方法,在确定某电源所供给的负荷时,综合考虑了输电成本、发电成本和用电效益。最后,通过算例对所提出方法与现有方法进行了比较分析,并说明了所提出方法的基本特征。
Reasonable allocation and recovery of transmission costs are of great importance for the rational planning / site selection of incentive grids, power sources and loads, as well as for the safety and economic operation of the entire power system. Transmission cost sharing is the core issue of source relationship analysis, or the use of degree analysis, power flow tracking, power decomposition, electrical dissection. At present, there is no uniform and widely accepted method to evaluate the merits and demerits of many current source-based analysis methods. In this context, the issue of evaluation of source-flow analysis methods is discussed first, and the factors that affect the adaptability of source-flow analysis methods are illustrated by examples. These include application areas, power generation and load efficiency of different nodes. Then, a source-based analysis method based on the social comprehensive benefit / social surplus for transmission fixed cost allocation has been developed. When determining the load supplied by a power supply, the transmission cost, power generation cost and power consumption benefit are considered. Finally, a comparative analysis of the proposed method and the existing method is made through an example, and the basic characteristics of the proposed method are illustrated.
