最近,浙江台州市三门县的海游镇采取公开选拔的形式,对村干部的任职资格进行认证,合格者授予任职资格证书。同时,对获得村干部任职资格认证但未担任村干部的优秀人员,作为村级后备干部来培养,在发展农村党员时,也原则上从通过资格认证的对象中发展。村干部处在农村工作的第一线,是党和国家政策在农村的直接执行者。海游镇对“村官”实行资格认证制度,是新时期加强农村基层组织建设的有益探索。其“益”有三:首先是保证了村干部的基本素质。该镇对村干部实行的资格认证分公布条件、公开报名、资格审查、统一考试、推优公示、颁发证书六个环节。
