作为党内生活的重要组成部分,支部党员大会、支部委员会、党小组会和定期上党课的相关制度,对于加强党的建设发挥着重要作用。1847年,马克思、恩格斯在《共产主义者同盟章程》中要求“支部、区部委员会以及中央委员会至少每两周开会一次”“盟员至少每三个月同所属区部委员会联系一次”。这是关于党的会议制度的最早规定。列宁在创建俄国社会民主工党的过程中,强调党是有组织的整体,党员不但要承认党纲,更要“亲自参加党的一个组织”。
As an important part of inner-party life, the relevant systems of Party member assembly, branch committee, party group and regular upper-class branch play an important role in strengthening party building. In 1847, Marx and Engels asked in the “League of Communal Statutes” that “the branch, the district committee and the central committee meet at least once every two weeks.” “The alliance members shall contact the ministries and commissions at least once every three months ”. This is the earliest rule on the party’s conference system. During the process of establishing the Russian Social-Democratic Labor Party, Lenin emphasized that the party is an organized whole. Party members must not only recognize the party’s program but also “personally participate in the party’s organization.”
