“中共中央关于社会主义精神文明建设指导方针的决议”阐明了社会主义精神文明建设的战略地位,提出了社会主义精神文明建设是关系社会主义兴衰成败的大事。社会主义精神文明建设的根本任务,是适应社会主义现代化建设的需要,培育有理想、有道德、有文化、有纪律的社会主义公民,提高整个中华民族的思想道德素质和科学文化素质,树立和发扬社会主义的道德风尚。在当前大力发展商品经济,改革、开放,搞活的洪流中,难免夹杂一些泥沙,在社会经济活动中不断出现一些缺乏社会主义道德的行为,如敲诈勒索、引诱欺骗、以假乱真、以次充好,抬高物价、囤积居奇,以权谋私、营私舞弊、贪污受贿、滥用职权、唯利是图、投机取巧、尔虞我诈……等等。对这些被广大群所厌恶的行为决不能任其泛滥,必须加以治理和整顿。其有效的方法是通过行政、法律、教育等综合治理,而道德建设是不可忽视的一个重要组成部分。
