档案承载着“记录历史、传承文明、服务现实”的重要作用,档案的安全保管是档案工作最基本的任务。2009年全国档案馆工作会议提出的今后10年全国档案工作主要任务中明确提出要努力把各级国家档案馆建设成为档案安全保管基地、爱国主义教育基地、档案利用中心、政府信息查阅中心、电子文件中心“五位一体”的公共档案馆。近些年自然灾害频发,对当地及周边地区档案馆库建筑造成了巨大破坏,一些存有安全隐患的档案楼馆在地震或洪灾泥石流中倒塌,大量档
The file carries the important function of “documenting history, inheriting civilization and serving reality”. The safekeeping of files is the most basic task of archives work. In the main tasks of the national archives work put forward by the National Archives Conference in 2009 in the next 10 years, it is clearly proposed that efforts should be made to build the national archives at all levels into a safekeeping base for archives, a patriotic education base, a file utilization center, a government information inspection center, File Center “Five in One ” public archives. In recent years, frequent natural disasters have caused tremendous damage to the archives and library buildings in the local area and surrounding areas. Some archival buildings with potential safety hazards have collapsed in the earthquake or flood-debris flow.
