1 铁路运输安全管理的现状铁路运输企业传统管理模式的不足之处主要是管理方式单一,不少措施和办法缺乏连续整体性,而且往往流于形式,管理效能不高,主要表现在以下几个方面： (1)管理人员深入现场发现问题时, 由于怕得罪人,对于发现的违章违纪,往往采取大事化小、小事化了的“自我消化”的方式,未能够将问题处理到位。 (2)领导层往往不能亲自参与考核, 而是交给专业部门,专业部门进行的平级考核缺乏权威性和处理力度。 (3)注重“文本建设”,表簿帐册应有尽有,习惯做表面文章,往往只为应付上级部门的检查。 (4)企业的安全天数越长,思想上的包袱越重,越怕出事故。出了事故往往采取层层隐瞒的方法。 2 运用 ISO9001系列标准规范管理 2．1 构建完善的质量管理文件体系 (1)编制《质量手册》
