版权是广播电视的战略资产,是广电行业发展壮大、基业常青的基础与核心。在美国,文化产业被称为版权产业,版权对于广电媒体的基本配置作用可见一斑。与发达国家媒体相比,我国的版权管理仍处于起步阶段,水平亟待提高。从本期开始,我刊将刊载由中国广播电视协会电视版权委员会及中央电视台版权管理部同仁们撰写的系列文章,这些文章以版权管理与电视事业产业发展的关系为切入点,在文化产业定位为支柱产业、促进文化产业大发展大繁荣的背景下,尝试对我国电视行业版权管理中的一系列问题,如电视版权技术化管理的现状、电视台音乐使用付酬、电视版权管理信息化建设、电视版权合同管理体系建设、电视节目版式的版权保护等问题进行探索,在推动我国电视行业版权管理工作的现代化、规范化的过程中,提供一些方法和思路,以供广电行业同仁参考。
Copyright is a strategic asset of radio and television. It is the foundation and core of the broadcasting industry’s growth and development and evergreen foundation. In the United States, the cultural industry is called the copyright industry, and the basic role of copyright in broadcasting media is evident. Compared with the media in developed countries, China’s copyright management is still in its infancy and its level needs to be raised urgently. Starting from this issue, we will publish a series of articles written by the Television Copyright Commission of CCTV and the copyright management department of CCTV. These articles focus on the relationship between copyright management and the development of the TV industry. In the cultural industry, As a pillar industry, to promote the development and prosperity of the cultural industry in the context of the trial of China’s television industry copyright management in a series of issues, such as the status quo of TV copyright technology management, TV use pay music, TV copyright management information construction, TV copyright contract management system, the copyright protection of television program layout and other issues to explore the promotion of China’s television industry copyright management work in the process of modernization and standardization, to provide some methods and ideas for the radio and television industry colleagues reference.
