I. Proposal of the problem Electric power is an indispensable power for the production activities of various departments of the national economy. Implementing the unified distribution of electric power is a basic policy for the operation and management of electric power in China. The proportion of industrial electricity in China is very large, and the industrial electricity consumption accounts for about 80% of the total electricity consumption. Therefore, the focus of power distribution is industrial electricity consumption. At present, China’s power industry is still unable to adapt to the development of the national economy.
