综观《中国儿童发展纲要》(以下简称《纲要》)的主要目标和策略措施,我国学前教育在今后的十年中要有新的发展。学前教育要从托幼机构扩大到家庭、社会,三者共同为儿童的发展创设一个良好的环境;要扩大儿童工作的领域,加强国际交流与合作;要发展0~3岁儿童早期教育;要积极探索非正规教育形式,多渠道、多形式发展学前教育;要进行课程改革,保障儿童参与的权利;要加快教育立法工作,完善教育法律体系,等等。这些都需要我们以“儿童优先”的原则,结合本地区的实际作出规划,并落到实处。
Looking at the major goals and tactics and measures of the “Outline for the Development of Children in China” (hereinafter referred to as the “Outline”), our preschool education will have new developments in the coming decade. The pre-school education should be extended from child-care services to the family and society. All three should work together to create a good environment for the development of children. To expand the field of children’s work and strengthen international exchanges and cooperation, it is necessary to develop early education for children aged 0-3. Actively explore non-formal education, multi-channel, multi-form development of preschool education; curriculum reform to ensure the rights of children involved; to speed up education and legislation, improve the educational legal system, and so on. All these require us to follow the principle of “children first” and make plans according to the actual situation in the region and implement it in a down-to-earth manner.
