我国现有2.2亿文盲,占总人口的1/5。它的解决,应作为一项社会工程,需要全社会各方面力量的共同努力。国务院《扫除文盲工作条例》发布后,我们对全市农村15周岁至40周岁的青壮年文盲、半文盲进行了调查,并对文盲率较高的讷河县的九井乡、依安县的庆丰乡、甘南县的平阳镇进行了典型解剖。通过调查研究,我们认为根据如下:
There are 220 million illiterate people in our country, accounting for one fifth of the total population. Its solution should be used as a social project and requires the joint efforts of all sectors of society.
