湖北省依据国家有关规定及《湖北省重要工业品进口管理办法》所确立的原则,出台了化肥农药等重要工业品进口管理实施细则。《实施细则》对化肥、农药等重要工业品的进口许可品种与用途、主要分配对象、授权申请单位、对外成交单位都进行了具体的规定。化肥:进口许可品种是现行国家确定进口化肥为配额管理项下品种,具体为钾肥、磷酸二铵、复合肥。其用途首先是确保农业生产,其次是用于国有大型化肥生产企业的结构调整;主要分配渠道为省级农资公司,其次为承担国家化肥“以产顶进” Hubei Province promulgated the Implementing Rules for the Import Administration of Chemical Fertilizers and Other Important Industrial Products in accordance with the relevant provisions of the State and the principle established in the “Administrative Measures on the Import of Important Industrial Products of Hubei Province”.
