新阶段经济社会发展的突出矛盾,都与政府转型滞后直接相关。没有政府转型的突破,改革难以深化,发展方式难以转型 “十二五规划纲要”正在抓紧制定,即将于今年秋季正式出台。那么,“十二五”期间改革的重点任务是什么?我认为是政府转型。为什么说“十二五”改革的关键是政府转型呢?因为新阶段经济社会发展的突出矛盾,都与政府转型滞后直接相关。没有政府转型的突破,改革难以深化,发展方式难以转型。
The prominent contradictions in the economic and social development in the new stage are all directly related to the government’s transitional lag. Without a breakthrough in government transformation, reform will be difficult to deepen and the mode of development will be hard to be transformed. The Twelfth Five-Year Plan is being formulated urgently and will be formally introduced this autumn. So, what are the key tasks of the reform during the 12th Five-Year Plan period? I think it is the transformation of the government. Why is it that the key to the “Twelfth Five-year Plan” reform is the government’s transformation? Because the outstanding contradictions in the economic and social development in the new stage are directly related to the government’s transformational lag. Without a breakthrough in government transformation, it is hard to deepen the reform and its development mode is difficult to transform.
