加强政府公信力建设是风险社会与虚拟社会相交织背景下巩固政府合法性的必然要求。利益冲突是社会转型期引发社会风险的根本因素,虚拟社会为利益冲突的产生提供了新的动力和运作空间;制度化风险与风险的制度化、“有组织的不负责任”和信任危机导致的风险经过虚拟社会的传播而扩散;虚拟社会中风险弥漫致使政府公信力进一步流失;加强政府公信力建设要着力破解现实社会中的各种深层问题,为此应构建面向风险社会治理的政府公信力实现机制,提高虚拟社会管理的科学化水平和深化政务公开,加强政务服务。
