由财政部、经贸部、国家税务局和五个经济特区组成的《中国经济特区税务考察团》,一行十一人,于一九八九年四月四日至十四日考察了菲律宾税制后,于四月十五日至二十九日考察了泰国税制。这次组团除北京同志外,有海南、深圳、珠海、汕头、厦门五个经济特区税务局各一人。深圳市税务局是由我去的。出国考察经费由联合国经济开发署资助。考察团在菲期间,访问了菲律宾财政部、国家税务研究中心、国家收入局、财政部地方财政局、海关署、投资署、维德工业署、奎松市税务局、怡莫市财政局、甲丰地出口加工区;在泰期间,访问了泰国财政部财政政策研究办公厅、国家税务局、消费税厅、海关厅、国家投资委员会、
