全国统配煤矿从1979年以来,一些局、矿开始试行不同形式的企业内部经济责任制。如抚顺局的“五定、两保,一包干”,蒲白局的“亏损指标大包干”,平庄局五家煤矿的“三定、两保、一包干”,本溪局采屯煤矿的“吨煤计奖,浮动单价,定额计分,按分分配”,鸡西局正阳煤矿的“超计划利润分成和浮动工资制”,辽源局西安煤矿的“任务成本包干分成制”等。这些责任制的试行,改变了企业中“吃大锅饭”的平均主义状况,调动了职工的积极性,改善了经营管理,促进增收节支,扭亏增盈,收到较好的经济效果。搞好企业内部经济责任制是搞好企业经济责任制的前提,在现阶段主要是要搞好局、矿、井(区)的内部分配关系,如果这一点不能得到正确解决,想要改善企业经营管理,提高经济效果,是难以收
