在欧盟,对质量管理的需求推动了社会服务的现代化进程。在最近十年间,社会服务的质量和质量管理得到显著重视。定义社会部门质量的一个主要挑战是对质量概念本身达成一致意见。因此,社会服务的质量需求通常包括服务提供者和服务对象的观点,同时社会服务的质量需求应当与服务的预期结果相联系。质量管理系统可以支持组织满足社会部门质量框架所确定的质量要求。大量的研究报告建议在普遍质量管理系统之上建立具体部门的质量管理系统。
In the European Union, the demand for quality management drives the modernization of social services. In the last decade, the quality and quality management of social services have received significant attention. A major challenge in defining the quality of the social sector is the agreement on the concept of quality itself. Therefore, the quality requirements of social services usually include the views of service providers and clients, and the quality requirements of social services should be linked with the expected results of services. The quality management system can support the organization to meet the quality requirements set by the social sector quality framework. A large number of studies suggest that a specific departmental quality management system be established above the universal quality management system.
