江泽民总书记提出的“以德治国”的重要思想,在充分肯定“法治”重要意义的基础上,强调重视道德的教化功能,把道德建设提到治国方略的高度,对于构筑与发展社会主义市场经济相适应的思想道德体系,提升公民的道德素质,净化社会风气,具有很强的指导意义。实施以德治国,是一项涵盖社会各个领域、各类人群的庞大、复杂的系统工程,这项系统工程能否得以有效实施,关键在党的领导干部。从权力因素讲,领导干部是党和国家的骨干,既是以德治国的决策主体,又是执行主体,是精神文明建设的规划者和道德教育、道德规范等各项政策措施的制定者,同时也是贯彻落实党的路线、方针、政策,开展实际工作的领导者、组织者和实践者。领导干部的道德意识、道德观念、道德素质以及政策水平、工作思路和施治能力,在很大程度上影响乃至决定着一个部门、一个系统乃至一个地区的道德
