随着行政问责制的推行,被问责官员的复出问题逐渐成为社会关注的焦点和公共管理领域的热点问题。当前被问责官员的复出存在公开性和透明度不够、程序不规范、操作弹性大等问题,造成许多负面影响。这就需要我们从完善行政问责制本身、加强监督等方面来完善被问责官员的复出机制。
With the implementation of the administrative accountability system, the issue of resignation of officials who are accountable has gradually become a focus of public attention and a hot issue in the field of public administration. At present, there are many negative implications such as the lack of openness and transparency, the non-standardization of procedures, and the large operational flexibility of the officials currently being returned from oversight. This requires that we improve the accountability officials’ resumption mechanism in terms of perfecting the administrative accountability system and strengthening supervision.
