一、地方立法,成绩显著“九五”期间,浙江省人大常委会认真贯彻依法治国方略和依法治省的方针,紧密结合我省改革、发展和稳定的实际,继续加强和不断改进地方立法工作,共制定和批准了151个地方性法规。其中制定地方性法规83件,批准杭州、宁波两市地方性法规68件。这些法规的颁布和实施,对保障宪法、法律和行政法规
