山西是煤炭大省,曾经因煤而兴,也曾为煤所困。山西省的国有企业以煤炭产业为主导,在经济发展中发挥着举足轻重的作用。同时,由于种种原因,山西的国企改革严重滞后,股权高度集中、产业布局不合理、行政色彩浓厚、盈利能力不强等问题日益突出,“一煤独大、大而不强”已成山西的logo。鉴于此,笔者针对山西省国企改革提出实质性建议,以期对打赢这场攻坚战有所借鉴。
