根据《全国性民间组织评估实施办法》的规定和民政部有关社会组织评估的要求,民政部于2009年8月开始,分别组织了第二批行业协会商会、第三批基金会和首批民办非企业单位的等级评估工作,经过自评、评估专家小组考察初评、评估委员会审核终评,评估工作已经全部完成。民政部决定,对评估为3A以上等级的全国性行业协会商会、基金会和民办非企业单位予以授牌。
