洪湖市境内湖泊星罗棋布,河渠密如蛛网,有发展水产生产的优越条件。从这个意义上讲,洪湖地区脱贫致富的优势在水,潜力在水。因此,尽快帮助和扶持少数贫困地区在“水”字上做文章,开辟湖区脱贫致富的新路子,这既是改造湖区、建设湖区的一个重要课题,也是财政部门如何管好用活扶贫资金,提高资金使用效益面临的紧迫任务。基于这一认识,从1984年起,我市财政部门开始在茶坛湖区建立扶贫工作点,坚持“因地制宜,发挥优势,向内使劲,深挖潜力”的扶贫方针,全面调整产业结构,在资金、物资上实行倾斜投资,优先满足水产业的需要,使扶贫工作取得突破性进展。为湖区脱贫中的资金管理积累了新的经验。
