信贷资金营运与管理是银行业务管理的重要环节。信贷资金营运的好坏,不仅影响国家宏观调控目标的实现,而且影响银行的经营水平。信贷资金运用率指标考核,实际上是对基层行信贷资金运用与管理效果的考核。一、影响信贷资金运用率的主要因素(一)资金头寸占用(指狭义的资金头寸)。资金头寸是银行在一定时期内的可用资金量,即银行用于保证正常营业的资金。资金头寸占用越大,资金运用率就越低,反之,亦然。(二)同业往来资金占用。各级农发行与其他商业银行及金融机构发生资金往来,形成同业往来资金的占用与被占用。他行占用本行资金越多,本行资金运用率就越低,反之,亦然。(三)联行汇差资金占用。联行汇差是指各行联行收付款项相互轧抵后的差额,它主要是由于银行办理企业间货款结算产生的。汇出大于汇入,形成应付联行汇差,反之为应收联行汇差。汇差资金直接影响着资金运用率的高低,应收汇差与资金运用率为反比关系,应付汇差与资金运用率为正比关系。作为粮棉产区的调销行来讲,经常反映为应收汇差,直接影响着资金运用率的提高。
