《中华人民共和国人民防空法》已由中华人民共和国第八届全国人民代表大会常务委员会第二十二次会议于1996年10月29日通过,现予公布,自1997年1月1日起施行。目录第一章总则第二章防护重点第三章人民防空工程第四章通信和警报第五章疏散第六章群众防空组织第七章人民防空教育第八章法律责任第九章附则第一章总则第一条为了有效地组织人民防空,保护人民的生命和财产安全,保障社会主义现代化建设的顺利进行,制定本法。第二条人民防空是国防的组成部分。国家根据国防需要,动员和组织群众采取防护措施,防范和减轻空袭危害。人民防空实行长期准备,重点建设、平战结合的方针,贯彻与经济建设协调发展、与城市建设相结合的原则．第三条县级以上人民政府应当将人民防空建设纳入国民经济和社会发展计划。
The People’s Republic of China on People’s Air Defense Law was passed by the 22nd meeting of the Standing Committee of the Eighth National People’s Congress of the People’s Republic of China on October 29, 1996, and is hereby promulgated and will come into force on January 1, 1997 . Contents Chapter I General Provisions Chapter II Protection Key Points Chapter III Civil Air Defense Works Chapter IV Communications and Alarms Chapter V Evacuation Chapter VI Mass Air Defense Organization Chapter VII Civil Air Defense Education Chapter VIII Legal Responsibilities Chapter Nine Supplementary Provisions Chapter One General Provisions Article 1 This Law is enacted in order to organize people’s air defense effectively, protect people’s lives and property, and safeguard the smooth progress of socialist modernization. Article 2 Civil air defense is an integral part of national defense. In accordance with national defense needs, the state mobilized and organized the masses to take protective measures to prevent and mitigate the air strikes. People’s air defense should carry out the principle of long-term preparation, key construction and combination of peacetime and wartime and implement the principle of combining development with economy with urban construction. Article 3 The people’s government at or above the county level shall incorporate the building of people’s air defense into the plan for national economic and social development.
