腐败从来都不是什么新鲜词,十八大以来,新一届国家领导人的种种作为让我们看到了党和国家对反腐败的决心和勇气。关于腐败以及如何预防腐败,笔者认为权力是产生腐败的前提和实施手段,无权力则无腐败,本文将从权力的角度,对权力的产生、运行程序以及权力监督进行深入剖析,进而对如何预防腐败从立法方面、权力实施方面以及惩治方面提出具体的预防和控制措施,最终得出通过限制权力达到预防腐败等相关结论。
Corruption has never been a new word. Since the 18th CPC National Congress, the actions taken by the leaders of the new state have shown us the determination and courage of the party and the state in fighting corruption. On corruption and how to prevent corruption, the author believes that power is the premise and means of corruption, no power without corruption, this article from the power point of view, the power generation, operational procedures and power supervision in-depth analysis, and then how to prevent Corruption proposes specific prevention and control measures from the aspect of legislation, power implementation and punishment, and finally concludes that the power to reach the result of corruption prevention and other related conclusions.
