进入八十年代之后,世界经济的增长明显趋缓,全球性贸易保护主义愈演愈烈。尤其是1985年9月五国财长会议决定美元贬值、日元升值等等变局,对亚太地区贸易与国际分工带来了巨大而深远的影响。亚太各国与地区纷纷制定新的经济发展战略,产业结构调整空前加速了。日本将不得不开放市场,并且从“离欧入亚”的前景考虑重新组织该地区的分工。在新兴工业化国家与地区,经济迅速迈向自由化与国际化。东盟各国走外向型经济发展道路的决心更加坚定了。上述变化标志着亚太地区贸易与国际分工正迎来一个崭新的时代。
Since the 1980s, the growth of the world economy has obviously slowed down, and global trade protectionism has intensified. In particular, the five-nation finance ministers meeting in September 1985 decided that the U.S. dollar will devalue and the Japanese yen rise. This will have a huge and far-reaching impact on trade and international division of labor in the Asia-Pacific region. All countries and regions in the Asia-Pacific region have formulated new economic development strategies one after another, and the adjustment of industrial structure has accelerated at unprecedented pace. Japan will have to open its markets and reorganize the division of labor in the region from the perspective of “moving from Europe to Asia.” In the newly industrialized countries and regions, the economy is rapidly moving toward liberalization and internationalization. The determination of ASEAN countries to take the path of outward-oriented economic development has become even more firm. The above changes mark a new era in which trade and international division of labor in the Asia-Pacific region are ushering in a new era.
