本文提出地方新型城镇化的概念是,地方新型城镇化是与地方历史风貌保护、文化传统保护、环境资源保护、经济发展价值保护等内容和因素相互结合的统筹发展目标和进程。在综合性上,地方新型城镇化不是孤立的概念,它与社会经济发展整体相结合;在时间性上,地方新型城镇化是发展的新的成长期以及不同于原有发展的成熟过程。辽宁省在东北振兴进程中,不仅要注意大中城市的城市布局和发展,也应当注意中小城镇的主要推动力量以及农村问题,并且地方新型城镇化需要财政政策法律确保其发展安全有效。
This paper proposes that the concept of new urbanization at the local level is that local new urbanization is an integrated development objective and process that integrates the contents and factors such as local historical style protection, cultural tradition protection, environmental resource protection, and economic development value protection. On a comprehensive level, the new urbanization at the local level is not an isolated concept. It is integrated with the social and economic development as a whole. Temporarily, the new urbanization at the local level is a new growth phase of development and a maturation process different from the original development. In the rejuvenation of northeast China, Liaoning Province should not only pay attention to the layout and development of cities in large and medium-sized cities, but also pay attention to the main driving forces and rural problems in small and medium-sized cities and towns, and require new fiscal policies and laws to ensure its development is safe and effective.
