营口港是中国东北地区对外开埠最早的口岸,曾以“东方贸易良港”而著称于世。营口港是东北三省及内蒙东部地区最近的出海港,具有明显的地缘优势和陆域深度,既是经济区的最优外港,可利用陆域建设大型能源战略储备基地,又具有建设国际产业转移承接地的基础条件。营口港地处渤海辽东湾畔,位于沈阳与大连之间,背依东北老工业基地,海陆空交通运输发达。陆路四通八达,长大铁路、哈大公路、沈大纵贯全境;航空便捷,驱车2小时可达沈阳桃仙机场或大连周水子机场;海运畅达,现营口港鲅鱼圈港区拥有120多条国际国内航班,与40多个国家通航,并有直达韩国的国际客运班轮。
